Born on August 14, 1949, in Tashkent.
In 1972, graduated from Leningrad State University, the Faculty of Oriental Studies, the Department of Near and Middle Eastern Studies, the Section of the History of Turkey.
In 1972-1975, took doctoral course at the Leningrad Branch of the Institute of Oriental Studies. In 1982, defended his PhD Dissertation, The Ottoman Empire during the First Third of the 18th Century. The Genesis of the Ideas on the Renovation of the State [Османская империя в первой трети XVIII в.: зарождение идей обновления государства], supervised by Dr Y.A.Petrosyan.
In 1975-1977, worked at the Leningrad Branch of the IOS (now IOM RAS) as an academic technician. In 1977-1980, served in the USSR military. From 1980 up to 2018, a researcher at the Department of Turkic and Mongolian Studies / the Department of Central and South Asian Studies, the IOM RAS (senior researcher since 1993).
Worked as a lecturer at St Petersburg State University, the Faculty of Oriental Studies, the Russian State University of Pedagogical Skills named after A.I.Herzen, the Historical Faculty, the Hebrew Institute (cources on the history of the Ottoman Empire and Arabic countries).
